LC or UE can be scheduled in every SF, there is no restriction of scheduling and UE in every SF. But in relatime UE or LC cannot be scheduled in every SF due to multiple constraint factors say resource availability , UE's power problem, UE's coverage area etc.
As per the spec there is not restriction on scheduling and UE in every SF.
