Is there any limitation on search space, any possibility of search space outside BWP?

There is limitation on control search space. This configuration is given in CORESET. This CORSET configuration always lies inside the active BWP. UE cannot listen anything outside BWP.
If no Broadcast to transmit at ENB can cell search space re-utilized for the UE search space.
If UE listens only active BWP then how it receives broadcast PDCCH ? Does eNB sends broadcast PDCCH in all the BWP?
How does UE gets this configuration?
