Can we abandon particular user groups from accessing the RAN service?

gNB ca block the users from accessing Cell using cell barred IE. Also gNB can block particular UE class to prevent accessing. But particular user group cannot be blocked.
in LTE it will be part of RRC Connection Setup or RRCConnectionSetupReconfiguration But how this will be communicated in NR?
receive TA command as 1 in RAR, does this means UE should send data one SF before? But i am not seeing this behavior in LTE logs, UE is sending data in same subframe.
