if not then how UE receives the SPS release in PDCCH DCI1A?

Hi Akhilesh,

Yes, UE should decode the SPS RNTI in every PDCCH occasion irrespective of anything. ENB can send the PDCCH modification/release at any PDCCH occasion. This doesn't increase the overhead, because UE will decode the CRNTI in every occasion then it has to just check the CRC with SPS RNTI in UE search space.
