If ENB wants to change the TB size then how do we reactivate the running TBS without deactivating the current static allocation?

Hi Ankit,

This is applies only if the UE's MCS changes or ENB RB utilization is full .
ENB will send an DCI 1A with SPS RNTI to modify the current static allocation. Then UE applies this for next SPS allocation.
