If ENB wants to change the TB size then how do we reactivate the running TBS without deactivating the current static allocation?

This is applies only if the UE's MCS changes or ENB RB utilization is full . ENB will send an DCI 1A with SPS RNTI to modify the current static allocation. Then UE applies this for next SPS allocation.
During SPS , there wont be any DCI so how to control the UL power?
Suppose eNB activated SPS for the different LCG, If the corresponding LCG doesn't have Data and implicit release is high. Does UE send the non sps LC data in this grant?
However we have CSI in LTE ,we could have used same for SPS scheduling but why do we need different CSI report for SPS?
