Does UE decodes PDCCH during this time?

UE will be decoding the PDCCH if any of the below timer is running.
Onduration timer ,Inactive timer, Retranmission timer,
Like measurement GAP UE measures neighbor cell signals, Likewise can it measures while in DRX off duration?
suppose UE is in DRX mode and went to sleep. If UE sends any data to ENB, Will the ENB receives this data or just ignore as it is in idle state?
UE activity in DRX On duration? What UE does when UE moves to DRX on duration?weather it decodes the paging message or UE specific CRNTI message?
