Can Scell send CA activation MAC CE instead of Pcell?

As i know, Pcell sends an MAC CE to activate the Scell, What if Scell sends deactivation MAC CE? Is this possible?

Hi Bharath,

Scell activation and Deactivation can be done via only Pcell. If Sell sends an MAC CE only to the users who are Primary UE's to those Scell. If Scell sends MAC CE to Secondary UE then it discards the MAC CE.
