LTE: What is the mean of suspending and resuming bearers ?

Even data is coming from SGW to eNodeB.What is the mean of suspending and resuming bearers due to connection re-establishment procedure. I am looking for detailed description with respect to L2 layers.

As I understand this will happen when the user using 2 technology simultaneously.

For ex,
Let assume that the user have started to browsing with LTE [Packet switch] and receiving VOICE call [VOLTE - Circuit switch] , at this point of time LTE bearer get suspended and get resumed once VOICE call get finished.

Because packet and circuit switch can not be sued simultaneously.

Am not sure about L2 behavior here.

Thanks for your valuable input but question is related to re-establishment procedure.
During Re-establishment Security Keys can be changed. Due to that PDCP need to suspend the bearers data and resume once re-establishment complete comes from UE.

In handover case this thing will happen.
example.
when UE is releasing connection from one eNodB and trying to do RACH with neighbor eNodB, during that time SGW will store data comming from PDN gateway and it will release bearer with UE.
after connection establishment SGW will resume that bearer with Neighbor cell.
