What is the basic difference between User Plane and Control Plane?

w.r.t LTE

User Plane only carry user data traffic [Up Link / Down Link]
Control Plane will carry all the control messages like create session request, modify bearer request, etc..

In user plane no RRC layer present and in control plane RRC layer is present .
in user plane -- PHY , MAC, RLC, PDCP
in control plane -- PHY, MAC, RLC, PDCP, RRC

The control plane is where forwarding/routing/controlling decisions are made. So control plane has protocols like RRC, GTP-C, S1AP, Ranap, in terms of Telecom and BGP, OSPF like protocols in routing.

The data plane is where the action takes place i.e real data. or in summary we can say The data plane carries out the commands of the control plane.
