PDCP sub layer servers for SRB's(except SRB0) and DRB's. I mean SRB1, SRB2 and DRB's mapped to DCCH and DTCH logical channels since all the signalling and data radio bearers are associated to an UE.

PDCP is used for SRBs and DRBs mapped on DCCH and DTCH type of logical channels. PDCP is not used for any
other type of logical channels.

In specification of RRC and PDCP i.e 36.331 and 36.323, PDCP SN is defined with variable length such as 7 bits, 12 bits, 15 bits and 18 bits. I want to know in which scenario upper layer (RRC/application) decides on using the different length for PDCP SN ?

In 3GPP 36.323 specification mentioned that the size of PDCP SDU is 8188 Octets. From where this number comes ?
