How we can decide to choose direct data forwarding in case of S1 Handover?

In case of S1 Handover, we have two path for data forwarding "direct" or "Indirect". How we can decide to choose direct data forwarding? Is it based on X2 Connection ( UP or Down ) OR based on any other configuration parameter?

Source ENodeB chooses data forwarding as direct if x2 connection is available (X2 Setup Request and Response exchanged) else selects indirect.

Ref: 23.401
"The availability of a direct forwarding path is determined in the source eNodeB and indicated to the source MME. If X2 connectivity is available between the source and target eNodeBs, a direct forwarding path is available."

During X2-handover, In PDCP how to forward prepared packets which are not yet got ACK from UE and packets getting from SGW ?

Because why I getting this doubt is, Packets which are not got ACK all are prepared one means assigned PDCP SN but packets getting from SGW are SDU's means not assigned PDCP SN for those (we sent SN status info to Target eNB when handover triggered).how to differentiate these packets at target eNB which one is PDU and which one is SDU.

Please explain in detail "When and where data buffer will start during x2 and s1 handover and when it will forward to target cell"
