Objective behind proximity indication, handover from macroEnodeB to HeNB. Once eNodeB sends proximity related configuration to UE via rrc connection reconfiguration. UE applies this information at its own end and start searching CSG cell(s) which are in the UE's CSG whitelist. When ue detects a particular CSG cell, It sends proximity indication to eNodeB that it has detected an E-UTRA frequency, in which CSG cell is working. Then eNodeB may ask the UE to sends measurement report and UE sends necessary information to eNodeB in measurement report.
Upon receiving measurement report, eNodeB initiate basic handover procedure.
Please correct me if I am wrong.

I went through RRC specification for proximity indication procedure. I could not figure out what configuration eNodeB does to get proximity indication message from an UE ?

If there is data/call for the UE, SGW sends DL Data Notification to MME, MME sends S1AP Paging message to all the eNodeBs for the given TAI list and finally ENodeB broadcast Paging at DRX interval.

Now UE receives the Paging message and moves from RRC/ECM-Idle state to RRC/ECM-Connected state.

Does UE recalculates PCI again, then reads MIB and SIB1,2 before sending RACH Preamble ?

In S1-Setup Request message, eNodeB tells max # (6) of broad casted PLMNs. In S1-Setup response message, MME responds back to eNodeB with maxnoofPLMNsPerMME(32) IE. I am not able to find the reason that why maxnoofPLMNsPerMME is 32 even eNodeB can broadcast maxium of 6 ?
