LTE: Significance of s-Measure within the measConfig ?

Question

How to calculate S-measure in meas config?
From where Enb will get this information and send it to UE as a part of reconfig?
And significance of threshold, hysteresis, offset?

S-Measure parameter tells the UE when to starte measurement for intra-frequency, inter-frequency and inter-RAT neighboring cells. S-Measure is mainly used to control serving cell RSRP threshold.
