I answered your query related to Event B1. Event B2 (i.e. PCell becomes worse than absolute threshold1 and inter RAT neighbor cell becomes better than absolute threshold2).

Please find the list of inequality conditions which need to satisfied to get triggered Event B2.

Inequality B2-1 (Entering condition 1)
Mp + Hys < Thresh1

Inequality B2-2 (Entering condition 2)
Mn + Ofn - Hys > Thresh2

Inequality B2-3 (Leaving condition 1)
Mp - Hys > Thresh1

Inequality B2-4 (Leaving condition 2)
Mn + Ofn + Hys < Thresh2

Mp: Measurement of primary cell.
Mn: Measurement of neighbor cell.
Ofn: Frequency specific offset of the frequency of the inter-RAT neighbor cell.
Hys: Hysteresis parameter for this event.

For Example UE is in VoLTE call, and i deactivate B2 Event then IRAT handover will not Happen and my Call continuity will increase. So, with deactivation B2 event is their any Saver of UE battery.

Since both the events B1 and B2 are used for Inter RAT measurement reporting. Which one is chosen by eNodeB and on what basis ? Is there any dependency on UE capability for that ?
