S6a/S6d : Why does HSS send "PUA-flags" within the Purge UE answer message ?

As part of the purge ue procedure, HSS sends PUA-flags within the Purge UE Answer message to the MME or SGSN.
Can someone please explain the importance of bits present in the PUA-flags AVP with respect to the MME or SGSN.

As part of the Purge UE procedure, HSS receives the Purge UE Request command message from MME/SGSN and responds back to MME/SGSN using the Purge UE Answer message.

Presence of PUA-flag is conditional optional within the Purge UE Answer message.
PUA-flag informs about the "Freeze M-TMSI" or "Freeze P-TMSI" action need to be taken at the MME or SGSN respectively.

It's just a general question, popped up when i was reading a document. For instance Suppose an APN configuration of an message say Update Location Request (ULR) is not present in HSS and MME has sent the message which has reached there in HSS. What will be the reaction of HSS?
