RRC : Does user inactivity timer value same for all the Users or it varies from user to user ?

Does the user inactivity timer use to just save radio resource or any other benefit of it ?

I don't think so it is user specific. Inactivity timer is being used at eNodeB to track active users. If any user is not sending or receiving data for a duration, eNodeB releases the radio context for that UE and inform the same to MME using UE Context Release Request with cause "User inactivity".
