I am using 4G-LTE for data which used to be fast enough and I was happy. But for some reason it stopped working. I am using it as a WiFi hotspot.

Any suggestion .

Since you are using it as a Hot-Spot so I am assuming that you hit the DL limit. Most of the service provider throttle the speed when user is consuming too much of the data. Most of the unlimited connection comes with a limit as mine is 16 GB (per month) after which I am suppose to receive 256 kbps or 128 kbps (not sure need to check). But this is a momentary problem and will remain there till end of month.

Implementation of user plane processing at the user space of node is time consuming and cpu intensive. Is there any library/solution available through which GTP encapsulation/de-capsulation can be done at kernel level to reduce delay ?

Assuming one case when UE was in LTE network and data transmission was ongoing. Due to incoming voice call, UE leaves LTE network and moves to legacy network to finish voice call. I want to know what will happen with ongoing data session in LTE network.
Does the LTE network deletes UE context ? Does the LTE network buffers UE data coming in downlink direction ? Or UE establishes voice as well as data session is legacy network and he continues voice and data services (less through due to legacy network speed) in case UE and legacy network both support DTM (Dual transmission mode) ?
