Allocation of subframes in uplink and downlink

On allocation of subframes to uplink and downlink, if eNB allocates on basis of present buffer status of traffic.

How the process actually happens? Is there any logic or formula for this?

I have not worked for eNodeB MAC layer but I heard that standard doesn't mention about algorithm. It is up to eNodeB vendor that what type of algorithm they want to develop. I know about two algorithms :
1. PFS i.e. Proportional fairness scheduling
2. Round Robin scheduling

The allocation of DL/UL subframe is configured by TDD-Config IE contained in SIB1 and is fixed for the eNodeB.

To change the ratio of DL/DL subframe according to the current network traffic profile, you need to modify the parameter TDD-Config and reboot the eNB.

It seems that there is no need for UE to know them from the physical layer's point of view. Do these parameters have an impact with the process of RF module in the UE?
