What was the supported GTP-U version Pre 3GPP Release 8? Version-0 or 1?

3GPP Rel 8 onwards, GTP-U version -1 is supported. I wanted to confirm whether pre-Release 8 version -1 only was supported or version-0 was supported.

Was looking to 29.281 and on page 6 this is written -

Fallback from GTPv1-U to GTPv0-U shall not be supported. Therefore, 3GPP Rel-8 and onwards GTPv1-U entity should not listen to the well-known GTPv0 port 3386. If GTPv1 entity listens to the GTPv0 port, the entity shall silently discard any received GTPv0-U message.

Which gives the impression that Pre release 8 GTPv0 was supported but not a definite ndication. After this I downloaded the 29.060 release 7 which is clearly saying Version shall be set to decimal 1 ('001').

This is regarding the scenario where GTP-U peer got restarted and again came to service. However,the other GTP-U entity could not detect the restart of peer GTP-U entiity as it keep receving Echo Response. I had read the Restart Counter/(Recovery IE), is used to detect such restarts. But, as per spec 29.281, Restart counter is no longer use and ignored. In such case how such quick GTP-U restarts are detected by peer GTP-U? Is it so that in this case no recovery action needed for User Plane ?

I do see that we have Private Extension IE but again that is vendor specific so that can not be used for interconnection with devices with other Vendors.
