Comparison between downlink and uplink resource usage in LTE?

As we have higher download speed as compare to upload in LTE so I believe resource utilization is high in download. Can experts here put some thoughts?

I could not understand the meaning of resource here but I am assuming the resource means spectrum and yes spectrum utilization is higher in downlink i.e. 380+ MBPS for 20 MHz and less in uplink which is 100MBPS for 20 MHz.

For LTE uplink uses SCFDMA because of PAPR issue with OFDMA which gives better power control but lower upload speed.

I don't know the complete use of CQI at eNodeB. Does it impact only downlink scheduling parameters or also considered while granting uplink resources ?

I went through the call flow diagram that is shown in 23.401 specification and tried to understand data flow (down link and up link both) through indirect data tunnels. I was bit confused that's why post my query here.
