What are the factor involve to derive this 100Mhz bandwidth as a maximum limit for CA ?

I saw S1 SETUP RESPONSE message which has value of "maxnoofPLMNsPerMME" is 32.
But one eNodeB can broadcast up to six PLMNs only. In that case what could be the reason of assigning value 32 to the "maxnoofPLMNsPerMME" parameter ?

As per specification, System Information block 1 (SIB1) can broadcast up to six PLMNs in a cell. My question is when I do manual network search at UE, will UE show all the PLMNs or only first PLMN (primary PLMN) in the output ?
