what is LTE IMS Signaling Services and what is the benefit of it?

I need to understand this service to include it in service model because I'm working on creating a Planning tool on c# .net platform

Main advantage of IMS is with LTE-femtocell networks where user go undergo authentication procedure with the access network, followed by an authentication procedure with the IMS layer.

One of the alternate LTE-Femto architecture also suggest the IMS is directly connected to LTE-Femto Gateway and complete bypass of the core network which makes it cost effective and more scalable.

In LTE we can see the HSS/PGW is connected to the CSCF-IMS which adds the additional second level authentication over the LTE Auth (May be used to connect two SIP devices over LTE network)

LTE IMS signaling to be used for the voice solutions in LTE like VoLTE and during the voice call UE reaches the LTE coverage edge, SRVCC comes in the picture and call it transffered to the legacy network with the help of IMS signalling and MSC server

I am bit confused on the packet filters used by network .

I am not sure whether my understanding is correct or not. As per my knowledge, UL-TFT at UE side takes care of IP packet to bearer mapping. I have seen many reference of LTE UE stack for user plane and found IP layer is just above the PDCP layer.
Packet filters are communicated to UE from the network using NAS signalling.
I just want to know where exactly/which layer is responsible to do bearer mapping at UE side.
