In LTE network, OCFS i.e. known as offline charging system is used for the offline charging.
PCRF is the node which is responsible for provisioning and removal of Policy and Charging Rule towards Policy and Charging Enforcement function.
These policy and charging rules are generated in the following scenarios:
1. Session establishment
2. Session modification
3. Bearer establishment
4. Bearer modification

PCEF collects resource usage and pass this information to set of logical nodes.
Finally, CDR is generated and sends to network operator's billing domain.

When we talk about CDR (charging data record) in LTE or any other technology, following questions come in my mind.
- Is CDR generated per UE ? or Is per session per UE or generated for group of UEs ?
- What information is captured in CDR ? Does 3GPP define any standard format and IEs that need to be captured or is it completely operator dependent ?

Why both the interfaces are considered as Offline Charging
