Why SRVCC is send in the initial context setup request message for an UE?

and what eNodeB does, when it receives SRVCC IE in the initial context setup request message ?

I know little bit,
SRVCC stands for Single Radio Voice Call Continuity.This information sending in initial context setup request message is just to inform eNB that handover between VoIP over IMS in LTE and WCDMA is possible .So during VOIP cal if UE moves out of LTE coverage area and neighbor is UMTS then eNB will notify to LTE core network/IMS.So voice call be continued.

Hi,

In LTE, while UE makes an RRC Connection attempt and in the followed by procedures, if S1AP: Initital Context Setup Request is BLOCKED from MME to eNB, then what eNB should do ideally?

Should it do UE context release, if Initial Context Setup Request message is not received at aNB?

Need clarity on following items:
1. What is the use of "UE selected plmn" information for an eNodeB ?
2. Is the ECGI/TAI constructed based on the primary plmn (PLMN broadcasted in 0th index in SIB1 ) or based on the UE selected PLMN ?
