Why eNB send Idlemodemobilitycontrolinfo IE in rrc connection release message to UE?

Please can anyone explain me,
In which Scenario, eNB send Idlemodemobilitycontrolinfo IE with release cause "other" inside RRC CONNECTION RELEASE message to UE???

Provides dedicated cell reselection priorities. Used for cell reselection as specified in TS 36.304

If ue send event A2(i.e serving cell worse than threshold) in measurement report. At this state ue doesn't have any knowledge of the neighbour LTE cell.
Then enb trigger rrc connection release with redirection,redirection to Umts/Gsm.
