Why cant we use IMSI for the same purpose?

IMSI is one of the confidential information which should not go outside from core network. An eNodeB can be shared by multiple operators so that it is not good to keep such type of information at eNodeB. Just to identify an UE at MME, eNodeb allocates eNodeB allocates enbUeS1apId and MME allocates mmeUeS1apId. These Ids are temporary and gets deleted once the UE detaches from the network or goes to idle mode.

MME UE S1AP id is used to uniquely identify the UE in MME. It is assign by MME when MME sends first NAS msg to eNB after getting initial UE message.

I found two MME UE S1-AP IDs i.e. MME UE S1AP ID (Mandatory) and MME UE S1AP ID 2 (optional).
I got why mandatory one is present but what's use of optional one.

Can someone please explain it ?

Why MME has to send Paging Drx in S1AP paging messge?
Whether this paging Drx is sent to UE or not?Even though paging drx in sib2 why we need paging drx in s1ap paging message?

In attach request, UE sends UE network capability which contains the list of security algorithms can be used to enable security between UE and network node. My question is, when UE already knows its supported algorithms then why MME resend the same list of security algorithm to UE in security mode command ? What would be the reasoning behind it ?
