Combined SGSN-MME means a node which has SGSN functionality for GSM/WCDMA and Mobility Management Entity (MME) functionality for LTE/EPC.

In general operator like to upgrade the existing SGSN node to provide addon MME functionality (to reduce the cost) which can be implemented just by software upgrades on SGSN nodes.
