What is Difference between CQI of LTE and CQI HSDPA ?

LTE CQI ranges from 0 to 15 whereas HSDPA ranges from 0 to 30, 0 being out of range.
The measured CQI in LTE has an average index of 9 while in HSPA+, The average CQI index obtained in the same route is 20.
