I am bit confused with this question. Cell is barred or not-barred, this information is carried out in SIB1. SIB1 and SIB2 both the system information are necessary for an UE to initiate rach procedure. RRC Connection request carries establishment-cause. Before that eNodeB doesn't know, UE is making rrc connection due to mobile originating call or mobile terminating call. Does UE has such type of implementation ?
