RLC buffer is to re transmit in-case of ARQ NACk (only in RLC AM mode)and PDCP buffer is to send the missing SN to target ENB during handover.

Is There any cases that RLC posts the buffer more than grant given by MAC layer? If so, how Mac treats that buffer? And what are futher steps to process that buffer?

As RLC layer Seq. numbering is used to keep a track of packets to ARQ and PDCP, then SN should be given to RLC PDU, otherwise how it will happen in case of Segmentation and Re-segmentation?

SN is used for sequence delivery then why do we need two SN in PDCP and RLC?
