How does LTE handset manufacturer make sure that their handsets are compliance to latest release of 3GPP ?

3GPP releases specification so frequently , my concern how lte handset manufacturer provide latest handset which would be able to work with the latest eNodeB. I mean to say latest software version which are being used with an eNodeB.
