Please tell the test procedure to make RRC Connection reconfiguration failure?

During attach procedure, UE sends "Attach Request" along with "RRC Connection Setup Complete", eNodeB sends "Attach Accept" along with "RRC Connection Reconfiguration then why UE does not send "Attach Complete" along with "RRC Connection Reconfiguration Complete" message ? What could be the reason for defining the messages so ?

1. Make RRC connection reconfiguration message "integrity failure", in that case UE shall start re-establishment procedure.
2. Send RRC connection reconfiguration with a configuration not supported by UE. In that case also, reconfiguration gets failed and UE initiates re-establishment procedure towards eNodeB. For example: Check for UE radio capability first and then send something which UE can't impose at its end.

I know only two ways to make rrc connection reconfiguration failure.
