Share your phone's wifi connection through bluetooth

Sometimes my laptop will have issues connecting to a new access point, whereas my n4 has no trouble at all. I've found out that the only way to solve this is to change the router's security encryption (from WPA to WPA2, or WEP... it varies). But most of the time I don't have access to the router settings.

I've tried enabling bluetooth sharing on my phone, with wifi on and connected (not portable hotspot, because mobile data where I live is unimaginably terrible...). My laptop connects to the phone through bluetooth but with a self-assigned IP address. No connections. I'm not sure if it's waiting on the celllar radio to pass through the connection.

Does anyone know if it's possible to share your phone's wifi connection through bluetooth?

I use Unity and have a bluetooth button in my status bar. When I switch off bluetooth with this
button, my hardware LED still tells bluetooth is on!
