Beside the QoS profile, what other factors should be considered to improve the end user (inbound/outbound) throughput while roaming in a home routed scenario.

I need help in MATLAB coding. I am working on resource allocation in LTE. Can someone help me in coding. I am not getting a point how to allocate resource blocks to the user at downlink and what parameters should I consider.
If I am having system BW 15 MHz, the number of resource blocks will be 75. I have 25 small cells and random user. Now I have to allocate these resource blocks among small cell users.

Kindly help me how should I code?

In an effort to improve User End Throughput, we decided to increase the available power within LTE 800Mhz cells from 20W to 40W.

The power increase on the L800 cells involved removing the existing 3dB attenuation and also modifying the power of the reference signal per resource grid, such that we simply maintained the same cell radius whilst increasing the available power inside it from 20W to 40W.

The results from the trial haven't been as favourable as we hoped it would be, the increase in the User End Throughput was between 5-10%, while small improvements were also seen with CQI and PDSCH but overall the improvements have been disappointing.

Has anyone carried out similar changes in the past and if so what type of increase in the User End Throughput was observed. Also if anyone has any helpful documentation that compares User Throughput against Power Increase that would also be very helpful. We have arrived at a bit of dead end with this one so any feedback would be gratefully appreciated.
