Is there any parameter set that can help to improve the x2 Handover poor success rate ?

As per my understanding, to increase the occurrence of successful handovers, measurement related parameters need to change.
For that purpose, an eNodeB can ask to other eNodeB to adjust some handover trigger parameters. There is a procedure named "MOBILITY CHANGE" is defined X2 AP Specification.
