I never tested this feature, but based on the understanding of the LTE system, please find my inputs as follows:
There is a message named as "ERAB MODIFICATION REQUEST " defined over the S1-AP interface. If you go through the message detail then there is parameter "E-RAB Level QoS Parameters " . This IE has one sub IE "QCI" which is mandatory and can be modified.
If QCI of an existing bearer can be modified then RLC mode can be changed since each QCI has associated packet loss error rate and packet delay budget rate. And RRM takes decision based on all these parameters.

In essence, it can be done.

I am still looking for others to respond to make sure that mine answer is correct.

why eNB sends rrc reconfiguration to connected UE when we add or modify inter frequency for SIB5 on eNB
As i understand, UE reads SIB5 after reading paging in idle mode. Why RRC reconfig is required at this time ?

A UE makes connection with network through eNodeB1 and after some time it RRC state changes from CONNECTED to IDLE and in idle mode UE moves to eNodeB2 and then it initiates service request to MME to reconnect with network again. My question, is there any change in Kenb when MME sends to eNodeB in Initial context setup request message.

If I am right, an eNodeB can support multiple cells and each cell has different pci.
Now suppose enodeB has two cells i.e cell1 and cell2. If I am going right, both the cell(s) should have different PCIs.
I have assumed UE is attached to cell1 and due to mobility, it is moved to cell2. During this movement, what message shall be exchanged between UE and enodeB. And Is there any message send to MME regarding the new cell ?
