Yes, once the government starts giving new registration of GST you can apply.
The requirement of getting registered under GST is mandatory only for selected person like person having VAT/CST registration, person whose turnover exceeds 20 lakh in a financial year etc.
You can always voluntarily register under GST.
Currently only migration of existing VAT/Service tax/Excise etc into GST are getting processed by the GSTN portal.
