Which indian state has been declared as the first fully digital state and why?

Kerala has been declared as a first digital state in India by Indian President (Pranab Mukharjee) on 29th Feb 2016. Following are the few reasons why Kerala has been declared as digital state-

1. Kerala has achieved 100 per cent mobile connectivity and 75 per cent Internet literacy at the time of declaration.
2. The state has the highest record of digital banking, bank accounts linked to Aadhar card and e-governance
3. Broadband connectivity has been distributed in the Panchayat level as well
4. Kerala is the first state to successfully link its villages with broadband connectivity under the National Optical Fibre Network (NOFN) programme
5. Apart from the NOFN programme, the state government had also started two digital projects -- Akshaya and IT@School -- in 2002.
6. There are more than 2,500 Akshaya centres in rural and urban areas in the state, which help to generate awareness about e-governance and digital connectivity.
7. Over 600 e-governance applications cover almost all departments of the state
8. Kerala has a mobile coverage of 95 percent and Internet access to over 60 percent of its total population - the highest among all the 29 states.
