To promote participation in the Olympics by Eastern Bloc countries
Those countries had boycotted the just held 1984 Olympics. The 1988 Olympics were still boycotted, by North Korea and its ally Cuba; Ethiopia, Albania and the Seychelles did not respond to the invitations sent by the IOC.
