The COVID-19 pandemic at the time
The Games had been delayed from 2020 to 2021 because of the COVID-19 pandemic, but the public were excluded from the venues anyway when the Games were eventually held, in the light of high infection and low vaccination rates in Japan. Informal public presence outside the venues instead was high.
