There had been rising tension, and relatively smaller conflicts, in the decade beforehand between the two countries. Each was developing nuclear power, there had been confrontation over borders and there was separatist activity in Kashmir where both were uneasily present. Conflict erupted in Kargil, Jammu and Kashmir.
