The creation of the International Co-ordinating Committee Sports for the Disabled in the World (ICC)
The Arnhem 1980 Games was the first time that such a large competition for the disabled had been held in the Netherlands, and interest in disabled sports and the Paralympics was lively, both for that reason and as a result of considerable controversy as to whether or not to include South Africa in the Games (the final decision was to exclude them). The Games was also the first time the international sport federations of the four major impairment groups (amputees, blind & visually impaired, cerebral palsied, spinal cord injuries) were represented simultaneously in one venue. The formation of the ICC in turn led to the foundation of a new, democratically organised institution, the International Paralympic Committee (IPC), in 1989, which in 1992 replaced the ICC. ISOD was formed in1964.
