At Absolute zero or 0K (Kelvin) ie., -273.15 degree Celsius all atomic movement seizes and there is no more heat energy that it can loose henceforth. Therefore this is the lowest entropy state a matter could achieve theoretically.

It is Zero degree Kelvin which equals to - 273,15 degree Celsius
At the above mentioned temperature a substance has reached the point of lowest internal energy and therefore the lowest possible entropy value.
