The money transaction with respect to the shop keeper goes like this
-100 (stolen)
-70 (item given) +100 (money recieved)
-30 (money returned in change)
That leaves us at -100$ ie., a 100 dollar loss.

It can be looked at a different way as well. Once the 100 dollar was stolen it is gone. The further act of buying from that 100 dollars wont cause any more loss.

The answer is $ 100
The person who steals $100 from the register comes back to the shop and returns the same amount, but he gets items for $70 and $ 30. Therefore, he actually gets out of the shop with $100.

THE LOSS IS $100 UNLESS THERE IS A PROFIT IN SELLING THE $ 70 THAT CAN BE DEDUCTED FROM $100 BUT BECAUSE NOTHING MENTIONED, THEREFOR WE SHOULD ASSUME THE LOSS IS $ 100

loss amount= $100 (stolen money using that he bought one item of cost $70 and he left with $30 ) + $70 (amount of item which shopkeeper sold to that man) = $170
so, he got loss of $170 money.
