Its only 2.

2 * 16 = 32
4 * 17 = 68
32 + 68 = 100

As per your answer the number of darts should be thrown is 6 (2*16 i.e two times on 16 and 4*17 i.e 4 times on 17). So in total 6 times or 6 darts.
