Here the rope 1 is withstanding 2 frictional forces ie., frictional forces between bag 2, bag 3 and sand. Rope 2 on the other hand withstands only 1 frictional force of that between bag 3 and sand.
Therfore tension in the ropes are as shown below
Rope 0 > Rope 1 > Rope 2
Since there is no mention of Rope 0 in the question Rope 1 is more likely to break among the 2.

Rope 1 as it has to drag both bag 2 and bag 3.
Rope 2 only has to drag bag 3.
