2. If the rate of flow out of cup 1 is greater than the rate of incoming flow - no cup will get filled

1) with drop coming out of the Tap - no cup will get filled
2) assuming the water is running continuously and also the rate of flow out of cup 1 is lower than the rate of incoming flow - cup 1 will get filled first. ( Like Sambhav said)
3) if rate of out flow from cup 1 is higher - then cup 2 will start overflowing* eventually and fill cup 6.

3rd statement is wrong since there is no connection for 2 and 6 see the picture carefully opening is not there for 2 and 6,it is closed
