@ 40 mph, traveling 6 miles takes 6x60/40 = 9 minutes
@ 25 gallons per hour leak rate in 9 minutes tank has lost 25X9/60 = 3.75 gallons.
Water available at the Emergency location is 500 - 3.75 = 496.25
Water left after fire doused = 496.25 - 496 = 0.25 gallons.

They would have .25gal left, assuming they put out the fire instantaneously upon arriving, and not accounting for any time lost due to the periods of acceleration or deceleration. The place would probably burn down.
