2. They will shoot one by one.
3. They can shoot once or twice in their chance.
4. The one that shoots last i.e 23rd shot needs to fire bullets at himself.

If one assumes that they are going to miss each other most of the time and that when they shoot themselves it's a certain death then,
Going 1st with a single shot and then doing the opposite of what your opponent does can leave the opponent with the last shot.

Then shot opposite of what the other cowboy shoot i.e if other cowboy shots 2 times, you shot once and vice versa.
After 15 shots, bullet remaining will be 23 - 1 - 7(2+1) = 1
