The officer with the green badge has to be Officer Yellow because it is not Red as he was the one who replied to the officer, also it can't be green because then it would mean he has a badge matching his color which is not true according to the question.
1. Yellow Officer --- Green Badge.
Remaining Badge colors are Red and Yellow. This means Officer Red has a Yellow badge and Officer Green has a Red Badge otherwise Red officer will have a badge with matching color. Therefore:
2. Red Officer --- Yellow Badge.
3. Green Officer --- Red Badge.
